This research aimed to determine a list of criteria for designing an environment of E-Learning based on  3D Simulation to Improve primary student's Visual perception. The researchers used for this purpose descriptive research method, Moreover, the researchers designed List of skills of Visual perception and modified in the light of the views of the arbitrators' sample, "From the above the researchers designed a questionnaire of criteria for designing an environment of E-Learning based on  3Demintion Simulation , the research sample consisted of "14" member of the teaching of Educational Technology of some Egyptian universities.
