This study aimed at investigating the effectiveness of a visual literacy based English program on developing the achievement of deaf language learners.  The sample of the study consisted of 14 first-year preparatory school deaf learners of English as a foreign language.  Six of them represented the experimental group while eight of them represented the control one.  The instruments of the study were the EFL Literacy Test, and the Teacher_s Reflection Sheet.  Both were designed by the present researcher in order to collect data that could reveal how far the proposed program was effective.  The treatment given to the experimental group took place within ten weeks where the subjects were taught the proposed program by the regular teacher of the class. Meanwhile, the subjects of the control group were taught the regular course by the same teacher of the experimental group. Data collected by the research instruments revealed that there were statistically significant differences between the means of the scores of the pupils of the experimental group in the post-test and those of the control group, as measured by the EFL Literacy Test, in favor of the former.  The study concluded that educators have to offer the learners with special needs courses developed specifically to meet with their physical, mental, and emotional needs rather than to adapt the syllabi of the normal learners.
